Way To Find The Blocked Callers Number

is there a way to find a blocked callers number?

i herd that there was a site that lets you do it. you make a account on the site it forwards the blocked calls to the site, it still rings but you don't answer, instead of it going to voice mail it still rings and as its ringing the site decodes the number?? sick shit.. bu t does anyone know what this site is.. if i find out ill let ya know. PROPS who finds it
