23 arrested at, around rap concert of Three Six Mafia
Police arrested or cited 23 people in and around a Bismarck concert Friday night. Lt. Dan Donlin said four officers were stationed at the Bismarck Civic Center under contract to patrol the Three 6 Mafia concert. Under a federal grant called Project Safe Neighborhood, four unmarked and two marked units also patrolled the area, Donlin said. He said Project Safe Neighborhoods is a federal grant given through the North Dakota Bureau of Criminal Investigations, which is for gang and gun enforcement. Officers involved in the grant had decided to do enforcement work on Friday night before they knew of the concert, Donlin said. The police department often has plainclothes officers working around concerts, he said. "We do that on occasion," he said. The four officers working at the concert made four arrests. The first three were made inside the Civic Center when officers saw people smoking what appeared to be marijuana cigarettes. An 18-year-old Moorhead, Minn., man, an 18-year-old Williston man and a 20-year-old Fargo man were arrested at different times during the concert for possession of marijuana, Donlin said. An officer working the concert also arrested a 14-year-old Bismarck boy for curfew and possession of marijuana after responding to an alarm call at a Kirkwood Mall store at 12:02 a.m., Donlin said. He said the boy had been at the concert and was found walking on the south side of the mall. The officers working on the Project Safe Neighborhoods grant worked in the Civic Center parking lot before and after the concert and patrolled neighborhoods known for graffiti and gang affiliations the rest of the night, Donlin said. The officers made 14 arrests in the Civic Center parking lot, Donlin said. The violations all involved marijuana or alcohol, he said. Donlin said a 17-year-old Milwaukee boy was arrested for possession of marijuana and minor in possession, and two 17-year-old Minot girls were arrested for minor in possession at a party after the concert at Buckstop Junction. He said an officer had been hired to work at the party, and the Project Safe Neighborhoods officers also went. Invitations to the party were passed out at the concert, Donlin said. The Project Safe Neighborhoods officers also arrested a 19-year-old Bismarck man for possession of marijuana and possession of drug paraphernalia and a 16-year-old Bismarck girl for possession of drug paraphernalia after stopping their vehicle for littering on Main Avenue, Donlin said. He said officers worked on the Project Safe Neighborhoods grant two days before the concert by assisting parole and probation officers in contacting parolees and probationers who are believed to be affiliated with gangs.
